Option to create a NEW Dashboard did not appear in service now instance

The Option to create a NEW Dashboard is not coming up on pa_dashboards table , checked the ACL's and business  rules , so as to identify , what's the roadblock to the creation of the dashboard on the service now instance?

Do you have a screenshot of how you're accessing it?
If you were just assigned the role, try logging out and logging back in to ensure the new permissions take effect.

Yes , Just want to create a simple dashboard and link a widget onto it for reporting and analytics purpose, already tried with logging in and logout part...
