Option to create a NEW Dashboard did not appear in service now instance

The Option to create a NEW Dashboard is not coming up on pa_dashboards table , checked the ACL's and business  rules , so as to identify , what's the roadblock to the creation of the dashboard on the service now instance?

Is this for PDI or customer instance?

Did you try with admin role?

Did you try with pa_admin role?

PDI instance and already tried with pa_admin  as well as admin role...

PDIs are unstable so can't rely much.
