Option to create a NEW Dashboard did not appear in service now instance

The Option to create a NEW Dashboard is not coming up on pa_dashboards table , checked the ACL's and business  rules , so as to identify , what's the roadblock to the creation of the dashboard on the service now instance?

it is a demo instance @Ankur Bawiskar not a PDI one...

even admins are not able to create?

If yes then raise a case with ServiceNow.
