Oracle HRSD Integration is creating duplicate departments (without Correlation ID)

The Oracle HRSD Integration is creating duplicate departments only with Department Name being populated.

This is happening after the Vancouver Upgrade.

The duplicate departments do not have the 'Correlation ID' and other fields. Only Department Name is being populated on the duplicate departments.
