Override the reference Qualifier

On the case is created currently contact is getting populated based on the account I had selected. when account has been changed contact getting empty if that account has no contacts. But requirement is contact should not empty even after i change the account how to achieve this..?

There is a dependency between Conatct and Account, and if you break this, then you are going to break the fundamental rule here. So don't do this, it is not the best practice.
