PA Dashboard configuration

Hi I stuck in a configuration, User is asking different target value Priority wise in a PA Dashboard Report, Please check the below Screenshot where I edited target values, This PA report is using Priority.Incident as Breakdown.

Thanks for the Reply,

One another issue can you tell me how can I kept Element Dropdown (Incident Priority 1-4) beside Breakdown Dropdown, Note - Type is Breakdown and Visualization is Line. Please refer below Screenshot.
