I have created a user on ServiceNow with admin account. The user hasn't access to set password UI action as only admin has it. While logging into the ServiceNow with user's user ID, I reset my password by clicking on forgot password. After entering user id and captcha and email is sent to the entered email address, but I didn't get any email on the same. I have made notification in Core UI tab. Is anything else I am missing?

Are you expecting the emails on your Gmail. As i said PDI will not send out any mail to your actual mail account. Servicenow has disabled sending out mails from PDI.
How are you checking the mails from logs or actual gmail

I am checking my mail where I don't see any mail.
If PDI don't send any mail, then how I will reset my password?

Yes PDI does not send mail.
Now as you are the admin for your PDI login into the below:-
https://developer.servicenow.com/dev.do#!/home
If you have forgot the password for above as well you can use forget password in the above link and you will receive the email for the above link
Once you have logged in the above link You will see the below screen just click on start building it will directly login into your PDI.

But I want a normal user to log in not an admin. When I try to log in as a normal user that time, I face this issue regarding email notifications. I have created a user with my admin account, and now I want this user to log into the ServiceNow. Initially this user hasn't any password. That's why I am resetting password. Hope you got the issue?

On a real client instance it will work on PDI it will not.
If you want to set a password for a user go to that user profile and click on set password:-
Click on generate and save password:-
Now try to login with that user and the password that was set it will ask him to reset the password:-
