PDI dev443121: Event Management activation failed - dependency installation access denied

Hello ServiceNow Developer Team,

I am unable to complete the activation of Event Management on my Personal Developer Instance. Could you help investigate the dependency installation errors and advise on recovery?

PDI information

Activation attempt

On October 14, 2026, I requested Event Management activation through the Developer Portal, selecting Activate without demo data.

The installation ran from approximately 06:27 to 07:13 UTC (15:27–16:13 JST). The Developer Portal now shows Activation failed, and I received an email confirming that the plugin was not activated.

The instance’s PluginManagerWorker record shows:

  • State: Complete
  • Completion code: Error
  • Message: Plugin activated/upgraded failed, Check the log to find out the root cause
  • Progress worker sys_id: 820e86ef83f78bd0ce2cf3dfeeaad305

Specific errors

System logs at approximately 07:12:13 UTC show installation access errors for these dependencies:

  • Alert Rules Management — sn_em_arm — version 18.14.2
  • Tag Based Alert Clustering Engine — sn_em_tbac — version 18.18.3
  • ServiceNow ITOM/OT SU Licensing — sn_itom_licensing — version 3.10.0

The logged messages are:

Unable to successfully install application package Alert Rules Management:18.14.2. User does not have access to install this application: no thrown error

Unable to successfully install application package Tag Based Alert Clustering Engine:18.18.3. User does not have access to install this application: no thrown error

Unable to successfully install application package ServiceNow ITOM/OT SU Licensing:3.10.0. User does not have access to install this application: no thrown error

The logs also contain “ConditionalAppInstaller: Failed to load the conditional application” and “FailedToRegisterPluginException” messages for these applications.

Current observations

  • Rechecking the Developer Portal still shows Event Management as Activation failed.
  • The instance plugin list shows Event Management and Service Mapping Core as Active, indicating that some components are present.
  • The Alert Rules Management application record exists, but its Version and Install date fields are empty.
  • A separate, subsequent activation of the base ServiceNow IntegrationHub Installer completed successfully. This was a different installation request.
  • I have not retried Event Management activation, manually changed installation records or permissions, or reset the instance.

Assistance requested

Could you please confirm:

  1. Whether Event Management and these dependency versions are supported for this Australia PDI.
  2. Why the dependency applications are being denied installation access.
  3. How to recover from the partially completed activation and complete the installation while preserving the existing instance.

I have not confirmed whether the underlying cause is application entitlement, PDI availability, or another installation issue.

Thank you for your assistance.

Hi @LiangYang3 If you install any PDI and encounter a dependency error stating that a required dependency is unavailable for the personal instance, then we cant get that in PDI.

Hi @LiangYang3

Sometimes, the plugin successfully is installed in the background, but the Developer portal's status tracker gets stuck or times out  and showing error.

Could you please login into your PDI and check

  • Type sys_plugin.list in the Application Navigator.
  • Search for Event Management (or com.snc.event_management).
  • Open the record and click Repair if available under quick action

Please Accept the solution if it assisted you with your question & Mark this response as Helpful.
