Performance Analytics - Minimum number of Incidents breakdown/filter

Hi All,

Hoping for some help from any friendly PA savants. 
I'm trying to create a formula indicator to show Average resolutions times per Service. This part is easy, however, there is a problem where some Services have maybe 3-4 Incidents per year vs other Services that have 1000's. 

I'd like to add some sort of threshold (and not in the PA sense) to the Indicator somehow, so only Services that have had 50+ Incidents within the time period show. 

I have no clue how to do this in PA and wondered if anyone had any ideas?
