Phone number display on user table

We have a table that extends the user table. The user table has the normal phone number field, but the numbers are being formatted in an American format. In Australia, a 10 digit number can be displayed as either 0401 123 456 for a mobile or 02 1234 5678 for a landline. Currently when these numbers are entered in to the field, we get (040) 112-3456.
I tried playing around with the Phone Number E.164, but I cannot get this to work as I wish either. The Territories are assigned to locations, and we do not want to use the locations table for this. (We will be using it for something else later). Is there any way of getting the phone number to look at the Time Zone, or the System Localisation for a default format?

Hello Gwenola,
Go to System Policy -> Telephone Display Rules.
Add 'Phone territories' for the Australian Phone number format into it.

Australia is already listed under Phone territories.
Anyway, I believe that Phone territories is what is used with the E.164 telephone number which works with locations. If I use a E.164 telephone number field without locations, I have to use the dropdown to select a country - we do not wish to have to chose the country each time, nor do we even wish for the country to display.
