Exactly it takes time to load those 40K Records ,  Check if any Reference Qualifier is Applied or not

 

if not try to add Qualifier to fetch valid records in the drop down

Can you try in Dev, if it is a field, is taking same time or less? Mainly reason is more filter / conditions/ high count .
