Hello alvatindra,
I'm sure I don't understand what you are asking.
What I am saying is that roles in ServiceNow does not have a hierarchy in themselves, only if you apply it through functionality.
Sorry but I don't understand the problem alvatindra, what is the mistake you made that you cannot back out of using the information I just gave you?
I will try and help you with this issue until it's cleared but I just need a little bit more information.

Remove the manager role from all groups. Then, remove the itil role from manager. The place the manager role inside the itil role so itil now inherits manager. The question is, why do you need the manager role if all your itil users have it? What makes it unique from itil?
