Plugin Install Button is Grey and Activate Button is Missing

Both of our SN admins are unable to install plugins.  I'm not sure when this presented and if it is related to a patch or not.

In the plugin list, all of our install buttons are greyed out.  

 

If I go into the details of a plugin that is not installed already, there is not "Activate" button as described in the MAdrid documentation.

Hello, thank you for your response.  This issue is effecting every plugin available that is not installed...I do not have the ability to install any of them nor does my co-worker.

I am signed on as an admin (not elevated).  

This is an issue on our DEV and TEST instances, but when signed in to our PROD instance (as admin), the install buttons and the activate/repair buttons are available.

PROD is on Madrid 4b and DEV and TEST are on Madrid 7.

I'm thinking I should open a case with HI...may be related to Madrid Patch 7?

Can you clear browser and instance cache and see if that helps.
