Plugin Install Button is Grey and Activate Button is Missing

Both of our SN admins are unable to install plugins.  I'm not sure when this presented and if it is related to a patch or not.

In the plugin list, all of our install buttons are greyed out.  

 

If I go into the details of a plugin that is not installed already, there is not "Activate" button as described in the MAdrid documentation.

Thank you.  I cleared the cache and it is still not working 8(

I opened a case with HI.  Thanks you for your time and trying to help!

Annette, I’m having the same issue today and am not having any luck. ATM I can’t open a case with HI, but am wondering if you could tell me how this was resolved.
