Did you check cache.do
and try logging out and logging back in? Sometimes it gets stuck.

Plugin installation stuck at 0% in a ServiceNow instance is typically caused by an existing activation process holding a mutex lock, preventing new installations from starting, it's recommended to check the Plugin Installation History and Progress Workers, let any active plugin finish or manually mark it complete, and in the case of a PDI, consider resetting the instance if needed....

You cancel the installation process and restart it ..
before doing as mention clear cache and do re-login it will work
