I noticed in our customer's instance that when the Next Experience is turned on via the user preferences it's not applying for the standard login page (login.do / navpage.do). This also extends to the MFA validation page.
The login_cpw and MFA set up page work as expected with Polaris branding but these two do not. It's possible that there was some customization done prior to upgrading to Vancouver that is preventing it but I'm at a lost for finding what would be keeping these pages from re-branding.
