Policy exception table records or not displaying one user

Hi Guys,

I am admin so i am able to see records in policy exception table but when i am impersonate with other user he didn't see any records i checked some of acls withe access analyzer he had read option but it's not happening

 if the all the ACl is passed , please check if is  there any Query BR on this table.
