Do you mean Exchange Distribution Lists?
You should be able to add the DL email address(es) in the 'To' section, however, sending to DL may be restricted and only allowed when the sender is a trusted user/domain, typically, from your company email address.
If you are using your company SMTP servers for ServiceNow emails it should work, if not, you may need to whitelist the @service-now.com to allow sending to a DL from outside your company.
A workaround i have used is to send it to a company mailbox you manage and set up a mail rule to forward to a distribution group.
You could also have a ServiceNow group with all the members that are in the DL and send to that group.
