Prevent users from checking out a cart with items that contain different requested for

So I'm using a variable set that contains a Requested for variable of that type. i want to know how can I prevent users from checking out a cart with different items with different requested for in the same request

So basically I want to use a variable set that contains a requested for variable. This will be on all items. There is users that submit items for other people that is basicallly all they do. So I want a way to prevent that when they add to cart items with different requested for's it will prevent the creation of the request. This is because there are approvals at the request level. Lets say for example I add to cart a laptop for user A and then I add a mouse for user B to cart when I hit checkout it will create a request with two diffrent users in the requested by of the items.

Why? The system can easily deal with this.
If you are still set on doing this I think you are going to have to duplicate and then update/change the checkout widget. I don't think there is going to be any other way to be able to do this.
