Propose a Standard Change Template - Pop up not working/record producer missing

Hello,
The customer wants to use Standard Change Template functionality. However, after clicking the "Propose a Standard Change Template" button from the context menu nothing happens and the user is redirected to change request list. I found out that customer's instance is missing "Propose a new Standard Change Template" record producer. I tried to repair the “Change Management - Standard Change Catalog” plugin, but it didn't help at all. What should I try next?

also try to repair the Change management plugin as whole.
