"Create a dashboard" form contains no fields and a Submit button

Not sure if this is related but we deployed Case Management over the weekend and users are unable to create dashboards.
When an user clicks Create a dashboard, a form displays but with no fields and a Submit button. I've debugged security rules and it might have failed on the read ACL even though the user I'm testing with has the pa_power_user role.
I've deactivated the pa_dashboards read ACLs but it still is not showing the fields on the form.
Any thoughts on this one? I created a HI case for assistance but just wondering if anyone experienced this. It has to be a permission issue but I can't pinpoint the cause.

hi Michael,
Have you reviewed the ACLs for 'create' and 'write'? Enabling security debug typically results in a new browser window. And after you perform the desired action, search in that browser window for "RC = false". Those ACLs are failing.

yes I have reviewed the ACLs and it appears to fail on the pa_dashboard.read ACLs even though the user has the correct roles. Also, the read ACLs are the same as OOB. I’ll check the write ACLs but if they can’t read the fields, then that is a problem.

I suggest you wait on your Support Case. the assigned TSE will be able to help. they have access to the appropriate development team if needed.
