I have added the related list in Incident task & Problem Task request form by creating many-to-many relationships. But ITIL users cannot able to view New/Edit button.
I given Access for ITIL user and I ACL also , But not able to view the Records and button also.
I attached reference screen shot below please check and assist me

try creating another create acl on the table with name as none in place of * as in above ACL and give access to ITIL user
