"user query" business rule should not run for a specific catalog item or a variable

Requirement : The OOB Query business rule "User Query" should not run for a specific catalog item or variables as we need to show inactive users in multiple "List Collector/ Reference" variables of a specific catalog item.

 

Is this feasible, if yes, could someone share an example please.

I used the script as is and just added the catalog item sys_id for exception. Still it doesn't work. Not sure what is missing.
