Records are not visible after clicking on Lookup list in custom table

Hi All,
Have a custom table , where user is not able to see records from the reference field, created the "Write ACL "with role , but still user is not able to see records,
Need Suggestion on this please help me out.

1) Reference qualifier applied for column/field--yes applied (Simple)
2)READ ACL on your custom table gives record access or not?--yes I am able to see the records but customers(users) not able to.
3) If Query business rules restricts records or not?--No Query BR for that table
4)Is this field is dependent on any other field?--No

Based on your responses it seems table level READ ACL is blocking the user from viewing the records
