Reference field not display data for user non login

I created a portal for user non login. 

However, Reference field not display data and display "No matchs found".

I created ACL for target and destination table

is that user an external one with snc_external role?

if yes then you need to ensure that role has access to read the table data

To which table your reference field is Pointing to ? Also ensure they have read access on the Reference table to show the records in the Drop down

To show data from the table user need read access to the table. Kindly provide read access to the table to the non logged in users
