That field is at task level and is used by many tables which extends task.
So you should not change anything there.
You can use dictionary override for your requirement and that's the only solution.

if that field is at task level then you should use "Dictionary Override" for CHG table so that it doesn't impact any other tables.

If that field is at change_request table then you can simply update the reference qualifier on that field in dictionary
