reference qualifier knowledge group type

Hi.. I have a reference qualifier of type CONTAINS knowledge on the knowledge management group which is not working. No groups list when I click on the knowledge management group selection (apart from admins). What could be the issue?

yes there are 4 groups of the type and the user has "knowledge" role.

check the ACLs
Look for the read and query range and query match acls on the sys_user_group table
