Reference Qualifier tab is missing

I am trying to navigate to Reference Qualifier but it is not showing.
I checked the form layout, it is already added but it is not showing. Please help.

Reference qualifier will be only visible if data type selected as reference, for true /false type it won’t appear.

For True/False type fields the reference qualifier will not be available.

Reference Specification section will only appear for the below field types:

• Reference
• List
• Domain ID
• UI Action List

In sys_dictionary table a UI Policy is present "Show/Hide reference fields section" which is responsible to show/hide this section based on the field type.
