Regarding Configuration item and category, Subcategory

I have issue with category and configuration item.
Issue was In Incident form, For example:INC1 when configuration item select A and category x is available.
For INC2 when configuration item select A & category x is not availble.
Could you please explain how it works or issue.

some script is hiding that category.
What debugging did you perform and what's your analysis?
