Regarding $m.do portal - how to develop UI Policies and client scripts on this mobile portal?

Hello Everyone,
ServiceNow has a mobile portal https://<instance_name>.service-now.com/$m.do
Above portal can be accessed by users on web browsers on any device - desktop or mobile.
In the project that I am currently working in, the customer instance also has this portal by default.
The issue is that none of our UI policies or client-side scripts are working on this portal.
Also few of the OOTB fields are not showing up on this portal.
For example, in Incident management page of this portal when a user is putting an incident to 'On hold' then the 'On hold reason' field is not showing up.
Please check below given screenshot.
So, my very simple question is, for this particular scenario, how to display the On hold reason field in this mobile portal page.
The second part of my question is: for doing any development in this portal, do we need any professional licences?
