Regarding onsumbit client script

 Code for  and what UI type should i need  to create an on-behalf leave I must add an attachment (any type of file is valid, encrypted or not encrypted). and  I try to create an on-behalf leave without an attachment I can't submit the request and the following message appears:

1. "Uploading supporting document is mandatory"

Due you want to check on submit of a form whether attachment is attached or not. Did not understood your question properly.

Yes u can use onSubmit script but be sure to add proper condition during which it should check for the attachment. else it will keep on executing whenever records are saved. For code u can refer samaksh response.
