To display knowledge articles in the draft state on the form, you will need to integrate your current system with a knowledge management platform that supports such functionality. One option to consider for this integration is Exalate. I have been using it for quite a while and it will help with this use-case with your client.
By integrating your incident management system with Exalate, you can fetch knowledge articles, including those in draft state, and display them as related search results on the Incident form.
