I want to implement below servicenow remote instance spoke. I did a setup using below KB article.

However i am not able to understand the step 5, step 6 and step 7 on this article.
where should I implement step 5,6 and 7? on local instance or remote instance. and which username and password i need to provide on step 5? do we need to create new user for this?
Also how to create a flow and on which instance to achieve below requirement.
We have a project that needs a client to be migrated from instance A to instance B.
So, I want do a PoC by moving only Incident & related records from instance A to instance B.
Could you please help me on this?
