We are missing information here, but it sounds like you need to report on the metric table, or use PA, if available.

But do know that this is impossible to get in the way you are creating it, because 'total incidents assigned, 'total incidents assigned this month' and 'total rerouted' aren't fields on any table, so can't be columns, without creating custom fields. You could consider creating a dashboard with single scores for this, or do create the custom fields and introduce some calculation. Your requirement including 'no custom fields' is not possible.
