report_view acl access issue

Hi, 

 

I have a user who has the stakeholder role. I created a report that looks at the requested item table. 

 

When impersonating I can go to reports and open the report, view the same report on a dashboard fine. The issue I keep running into is when I have the user view the report on a permalink. When the user clicks on the link they are taking to the following page:

I have seen this error before and its usually a report_view acl, however, the business stakeholder role has access to this acl. Also, when I've had this issue it happened for dashboards and as above dashboard view works.

 

Do permalinks look at a different view on a different table?
