Is there a REST API for performing the "Access Analyzer" functionality? I want to know what access a "user" has in a "table".

You can see what access a user has and other user too.
Go to Application Navigation -- Access Analyser

@Dr Atul G- LNG , I want to get the details programmatically using the REST APIs.
I'm building an application (by consuming the SN REST APIs) which will show/hide options to users based on the permissions they have. Is there any API that can tell if a user has permissions to certain operations on objects/tables like contacts, cases, indicents, etc.

No mate, what you're looking for is at the role level, which I don't think is possible. You can fetch the HIT API for the role table and then pass the user to see the role, but I'm not sure how this can be done through logic.
