HR admin may assign the user to HR group and the property 'sn_hr_ef.min_admin_count' that ensures atleast two users have the HR admin role, this will help prevent the all HR admin users to be deleted from the system.
'sn_hr_core.admin' role can be removed from the admin post implementation of ServiceNow HRSD application to keep the HR profile and sensitive information private.
