Restrict HR Live Chat for Belgium Users

Hi Team,
We have a requirement where HR Live Chat should not be available for Belgium users.
As part of the implementation, I added the following Context Script on the Live Agent Support topic (Virtual Agent Designer → Live Agent Support → Properties → Who can Access - to return false for users whose country is BE and true for all other users.
This successfully hides the Live Agent Support option from Belgium users under "Show me everything".
However, a Belgium user was still able to access HR Live Chat by typing:
"How do I make a request for HR?"
Virtual Agent presented:
"Talk to an HR Representative"
and the user was routed to an HR live agent.
Has anyone implemented a country-based restriction for HR Live Chat? What is the recommended way to completely prevent HR agent handoff for Belgium users, including HR intent-based routing paths?
