Restrict record producer submission to managers and their direct reports only

I'm creating a record producer on our service portal for delegation. It is working as expected with one caveat. I would like the user field to be limited to only managers can submit, and they cannot select other users. Right now they can select any other user from the user field. Then, I would like under Delegate to that only their direct reports are options. Has anyone done this successfully?

As you said 'Right now they can select any other user from the user field', are you saying that managers can select specific user only and you have that query for user selection?
