Results Improvement Rule not working

I am trying to show a particular catalog item as a first / highlighted result when Employee Center users search using particular terms, it works perfectly for me (admin), however all other users (itil and standard users) do not see the result that was entered in as a Results Improvement Rule.

 

It's like the rule doesn't exist for them, but it does for me.

 

The Catalog Item in question is also an order guide if that makes a difference?

 

The way I've don it is as follows:

Search Profile -       ESC Portal Default Search Profile

Search Sources as OOTB -       ESC Portal Knowledge Bases  and ESC Portal Catalogs 

 

Added a "Results Improvement Rule" 

Label - Application Request

Start Date - Today

End date - 2029

State - Published

 

Triggers

Expand Synonyms for query conditions - TRUE

Example trigger condition - Query contains application or Query contains notepad or Query contains software

 

Actions:

Order - 100

Label - Application Request

Type - Promote Action

State - Published

Promote Document - sc_cat_item.d86465ae0493a110dfdfd8c3c6b5b045  (have checked and this is correct sys_id of the catalog item)

 

Does anyone have an idea why it is working perfectly for me, but nobody else?
