Revert to base system still says customized

We are attempting to go through all of the Skipped Updates and attempt to revert these to the base system where possible by clicking Revert to Base System.
While this does replace the record with the OOTB version, it continues to indicate that it is customized.
Is there a proper way to revert these so they are actually considered OOTB and not customized?

That's how I've tried it, but sadly it still says it's customized.
An example here with
Clicking the Revert to Base System button
Resolution changes to Reviewed and Reverted
Clicking Show Related Record
Shows this is customized
Any ideas?

For testing, I'm reverting to base system and then toggling the Replace on Upgrade value to true on the records and see what happens when we update patch levels.
