RITM getting created in random State.

Hi all,
I have created a Catalog Item for a particular and used Flow for updating RITM and generating CTASKs. I see that when Requested, sometimes RITM is created in Pending State and sometimes in Work In Progress. This issue is particular to this domain's catalog items.
What can be done to debug this issue?

Probably You have not configured the stages correctly in the flow designer.

Stage is not an Issue, Its working fine. I have used update Record action to update RITM record to Work In Progress. The State field is not being updated to Work In Progress for some RITMs when a request is raised for Catalog Item.

Do all those RITMS run on the exact same Catalog Item?

Yes, all RITMs are generated for same Catalog Item. Similar issue has been seen for other Catalog items in same domain.
