Roles Required to Translate an Article in ServiceNow

What are the roles Required to "Translate" an articles. I see that "Request Translation", "Translate" related links are visible to Admin on published article. Can any one let me know what are the roles needed for these links visible to the user other than Admins. Attached the sample references.
