Scoped application

I am trying to create a new scoped application but it's giving me these errors anyone has any idea how to do this. I need this resolved asap

check this

-> sys_app.LIST

-> search with sys_id= the sysId it's showing

-> Delete that record

-> logout and login again to check if it works by creating new app

yes I checked , both the apps are having different sys id , also tried to search with sys id but there is no record

there are only 2 apps and both in global
