Semaphore Use - ServiceNow Performance Dashboard - What Table and how to setup notification?

After having our API_INT semaphore queue get hammered to the point that nothing worked anymore, I am trying to setup a notification that can get sent when problems start to occur. The only place I can find ANYTHING about this, is on the built-in dashboard SERVICENOW PERFORMANCE under SEMAPHORE USE. What I cannot find though, is the actual data table that shows where this data is coming from so I can generate a report/notification.

 

Where is that visualization coming from as the semaphore table does not appear to be it?

What version are you on? did you ever find anything? I saw somewhere to use ci_semaphore_metrics but it didnt provide anything for me.
