A is Reported For and B is Reported By users of the incident. I have configured an email notif and I need to send that notif as A in TO[If notif are enabled for him] and B in CC[If notif are enabled for him].
If A notif are enable and B notif are enable then Email should send with A in TO and B in CC.
If A notif are enable and B notif are disable then Email should send with only A in TO. [CC should be empty]
If A notif are disable and B notif are enable then Email should send with only B in CC. [TO should be empty]
