Send notification when a requests parent has an escalation that is approved

Hello All, 

I am struggling with a requirement. The requirement is for when a requested item has a parent case and that parent case has an escalation where the approval by field is populated. I am struggling to currently to get the conditions correct to get this to notification to fire. Does anyone know how to do this?

One way is to create a business rule to check the parent and then perhaps trigger a field change or event that then triggers the notification.
