Business capacity lens missing in SPM

I have SPM enabled on my PDI instance and really need to show the Business Capability lens on the Portfolio Planning Workspace as client has bought the PRO license but for some reason this is not appearing. I have checked that I have Enterprise Architecture Workspace enabled and all the rights and roles given to the user I am logging in with but no joy. Could someone explain why this is missing and how to get it to appear in the Washington DC release (I have the latest Portfolio Planning Workspace plugin enabled too)?

I experienced the same issue after resetting my instance and updating Strategic Planning 4.1.3. Uninstalling and installing 4.1.2 brought back the Business Capabilities lens OOB.

On reinstall, no business capabilities were populated with any of the demo data I installed. I wonder if it's possible lack of data in that table prevented installation of that lens for some reason.
