Is it possible to send a notification to the user on microsoft teams?
For eg: when comments are added to the incident record, caller should be notified on microsoft teams instead of email notification.
Note: Ask here is to notify user on individual chat and not on a particular channel on teams.

Yes, possible via two apps provided by ServiceNow "Now Actions" and "Virtual Agent"

1. Can we link multiple users teams account to one single instance.
2. Can we link one user teams account to multiple instances.
3. To Implement messaging notification to teams through "Now Actions", We need "com.glide.notification.messaging" plugin. Do you know if there is any licensing cost for having this plugin enabled?

1. Yes. Unless you mean can you link multiple teams accounts to one ServiceNow account - that I'm not sure about to be honest.
2. Yes, I think? If you can integrate multiple SNOW instances with one Teams instance, I presume that means you can use that one Teams account with multiple SNOW instances: See Integrating multiple ServiceNow instances with a single Microsoft Teams tenant
3. No, there should not be a licensing cost for this plugin because you should be able to use some Teams notifications for free with Virtual Agent Lite:
"Virtual Agent notifications: You can receive only simple and non-actionable notifications. Actionable notifications are not supported with Virtual Agent Lite."
