sending out mass emails to affected users

Hello, we had a issue that sent out an email to a lot of users, 1400.
Whats the best way for me to send a new email out to these users and tell them to ignore the last one?

ServiceNow has a product/module called Targeted Communications, which allows you to send emails or communications to a large number of users at once.

but does this send out an email? and whats the best way for me to gather the emails for every user that needs to be in this?

ok thanks watched the video its what i need. But whats an easy way for me to take the users that got the email into this, could not see that in the video. theres over 1000 users, i dont wanna add one and one name over and over. Its not all our users just some spesiffic once across multiple groups
